Panel Discussion Webinars, moderated by John Earley, AIA is an online, webinar series is presented to undergraduate and graduate level architecture students. Originally for the architecture students at the University of Texas at Arlington, it is now available to architect students across Texas and beyond. Now in it’s seventh year, each lecture covers a specific topic and features a number of expert panelists. Attendees can submit their questions during registration or during the broadcast. The live lectures are free to all registrants. The 2020 lecture series is supported by the American Institute of Architects Fort Worth and the AIAS student chapter at University of Texas at Arlington.

THE RULES AND LAWS OF PRACTICE

Architects are bound by various organizations and ruling bodies to act and practice within sets of regulations. Questions regarding state, local and national regulations were discussed in this ninety-minute lecture. Our panelists were: Jack Stamps: Mr. Stamps manages the investigations unit of the Texas Board of Architectural Examiners. Staffing of this unit includes an investigator and an investigations specialist. Jack has been with the board for sixteen years. Jack has 50 years of both regulatory enforcement and law enforcement experience. He began his law enforcement career in 1968 as a State Trooper with the Texas Department of Public Safety. His job assignments have included: narcotics agent, homicide investigator, agency administrator, training academy director, and financial crimes investigator. Jack is a 1986 graduate of the FBI National Academy. Glenn Garry: Mr. Garry has served as Communications Manager for the Texas Board of Architectural Examiners since 2007. Prior to then, he worked in public affairs for a political consultancy, within a large and tightly-regulated communications company, and inside the Capitol building in Austin. Glenn is a product of the University of Texas at Austin. Matthew Ryan: Mr. Ryan regularly represents design professionals in disciplinary and registration proceedings, defends design professionals and contractors against claims. Mr. Ryan serves on the American Arbitration Association’s panel of arbitrators for the construction industry and is an Adjunct Professor of Construction Law at the University of Texas School of Law, where he lectures on lien and bond claims, AIA form contracts, design professional disciplinary actions, and claims before the Texas Department of Transportation and the State Office of Administrative Hearings. He served for eleven years as a member of the Board of Directors for the Austin Chapter of the American Institute of Architects, and was granted honorary membership by the chapter in 2012. He has held leadership positions in both the State Bar of Texas’ Construction Law Section and the American Bar Association’s Forum on Construction Law.
